Fairness and liberty fall under the 14th amendment and it extends to the 15th. This amendment shows fairness to individuals with due process of law.

Civil rights in other State Constitution, tells everyone that the listed amendments to the constitution (bill of rights) are not limited on that basis only. Every state has its own state-constitution that extends the value of the bill of rights.
